Indeed. An eye for eye will only make the whole world blind - as the man in the loin cloth memorably said.
However, humans are expected to do this. When something unexpected, unfortunate, happens we, humans need to attribute blame..attribute a justification. That done, we need to expel all the anger, the tempest. This is human nature.
It is at this time that the human is at its most vulnerable. All it needs is a small spark to ignite the fire. It is at this time the voices of prominent influential people needs to be extremely loud in advocating reason, suggesting calm.
